A passport belongs to the valet company, not to any one building. Your regular pays you monthly instead of paying a stranger three times a week, and the recurring line it builds is yours.
You author it once: which of your curbs it covers, when it is on, and what it costs. Valletto sets no rates and never has.
How people get one
Nobody is added to it.
No roster, no import, no invite, nobody deciding who qualifies. A curb decides it will sell parking to whoever turns up, and there is exactly one of these doors per curb, never two.
The second door
It sits on the link they already have.
The same message that let them pay for tonight offers the membership underneath it. A phone number is the most identity anybody is asked for.
One act
Both are born in the same act.
Verifying the number creates the membership and its first permit together, so there is nothing to approve and nobody to add. The next time that plate arrives, it is already covered.

Scan the plate. The permit is found by that plate at that curb, the coverage applies, and the ticket closes at zero. There is no member list to look up and no rate to argue about, because the ticket already knows.
If the passport lapsed, or the car came on a day it does not cover, nothing dramatic happens: the ticket prices at your guest rates and records which rule it fell outside of.

Every one of these is yours. The figure on the card is an example of a number you would write; Valletto has never set a rate and does not have one.
What it is worth
A line that renews

A price change never repriced anybody.
A passport bills at the rate it was sold at. Raise yours and the new number prices the next one you sell, touching nothing already in somebody's name.
There is no grace.
When the money stops, the coverage stops that day and the car prices at your guest rates. Nobody parks for free by letting a card fail.
One right, two plates.
A member with two cars can bring either one. The pair shares a single right and a single bill, and the plate that is parked out stays reserved to them.
Not the same thing as a subscription
One is a network.

If somebody parks with you all over town, that is a Passport, and the recurring revenue is yours. If somebody parks at the same address every day, that is a Subscription, and the recurring revenue is the property's.
