How people get one

Nobody is added to it.

No roster, no import, no invite, nobody deciding who qualifies. A curb decides it will sell parking to whoever turns up, and there is exactly one of these doors per curb, never two.

The second door

It sits on the link they already have.

The same message that let them pay for tonight offers the membership underneath it. A phone number is the most identity anybody is asked for.

One act

Both are born in the same act.

Verifying the number creates the membership and its first permit together, so there is nothing to approve and nobody to add. The next time that plate arrives, it is already covered.

Scan the plate. The permit is found by that plate at that curb, the coverage applies, and the ticket closes at zero. There is no member list to look up and no rate to argue about, because the ticket already knows.

If the passport lapsed, or the car came on a day it does not cover, nothing dramatic happens: the ticket prices at your guest rates and records which rule it fell outside of.
