Full is a protocol, not a feeling.

The worst time to decide where the next vehicle goes is when it is stopped in the lane with another behind it. Capacity is not simply the painted-space count. It is the number of vehicles you can lawfully store, identify, access, and return under the conditions that exist right now.

Before the surge

Stacking and off-site relay may create insurance, access, staffing, and municipal-permit obligations. Treat them as approved operating modes only after the appropriate property, insurance, and local reviews, not as advice improvised from this article.

Know which kind of full you are in

Physical

No legal storage remains

Every approved space is occupied or unavailable. The painted count no longer matters.

Access

Cars exist but cannot move

A blocked lane, unplanned stack, or inaccessible key can remove several spaces at once.

Curb

Intake outruns processing

The lot may have space while the entrance has none. Slow intake before the queue blocks shared access.

Retrieval

Departures cannot release capacity

Requests are arriving faster than cars can return, so the operation cannot create the spaces it expected.

The response depends on the constraint. Sending another runner does not fix a legal-space shortage.

Run the approved sequence

Each step needs an owner, trigger, and stop condition before it can be used under pressure.

1Reconcile the live count and release known departures
2Activate approved internal stacking with key order intact
3Open an approved relay or overflow location, if one exists
4Meter intake and tell the property what is changing
5Stop accepting vehicles before custody becomes unclear

A controlled refusal protects the guest more than accepting a car the operation cannot responsibly hold.

Guest communication should arrive before the decision feels personal. Give the property a simple status language such as normal, constrained, overflow active, and intake paused. Then connect each state to the entrance message: likely delay, alternate parking direction, or temporary unavailability. Do not promise a reopening time unless the release path is visible.

After the shift, reconstruct the capacity curve: when did usable capacity fall, which spaces became inaccessible, how many expected departures were late, and when did the curb first constrain intake? That review turns “we need a bigger lot” into a specific choice about layout, release timing, overflow authorization, or demand control.
