This article does not name a historic district or summarize one city's code as universal law. Valet permits, licenses, curb markings, insurance, routes, operating hours, and enforcement vary by jurisdiction.
Seattle provides one public example: its Special Events Office says a valet parking permit is required to use public street curb space as a valet zone. That example proves the narrow thesis, not a nationwide rule. Local counsel and authorities determine the actual requirements.
