A private driveway can hold a mistake. A two-lane highway cannot. When arriving vehicles have no legal place to wait, the operation is bounded by traffic rules and site geometry before labor enters the equation.

The operating principle is narrower: if a site lacks lawful queueing space off the travel lane, it cannot treat the public road as overflow. The admission rate has to stay below the space that actually exists.
